• · المفوضية السامية لشؤون اللاجئين ، تعتبر الحكومة العراقية حسب القانون «البلد المضيف» لأعضاء مجاهدي خلق في أشرف وتوكل  «المسؤولية الرئيسية لأمن وحماية سكان أشرف» الى هذه الحكومة ولكن هذا الأمر فعلاً يعتبر أمراً مستحيلا لأن الحاكمين المتجاوزين على القانون  منذ استلام الحماية من القوات الأمريكية كانوا قتلة ومحترفي التعذيب بحق السكان وتم استدعاؤهم من قبل المحكمة الاسبانية.
• · السيدة مريم رجوي تشدد على استعداد المجاهدين الأشرفيين لاجراء المقابلات ولكنها تؤكد أنه ونظراً الى ما حصل في السابق من عمليات لأخذ الرهائن والتفجيرات والاغتيالات واستهداف قوافل التموين لأشرف، فان أي عملية لنقل السكان الى خارج أشرف للتسجيل أو اجراء المقابلة وتحت أي عنوان آخر أمر غير مقبول الا وأن يتم نقلهم اياباً وذهاباً مثل نقل منتسبي الأمم المتحدة والدول الغربية الى أشرف بالمروحيات وتحت حماية ومسؤولية كاملة من الأمم المتحدة.
• · ان الحل البسيط والعملي الآخر هو فصل جزء من أشرف وتسليمه الى مراقبي يونامي ومنتسبي المفوضية السامية لشؤون اللاجئين ليعملوا في هذا الجزء المنفصل والمستقل وتحت راية الأمم المتحدة بمهامهم وأن يعلنوا اعادة تأكيدهم لموقع اللجوء لسكان أشرف في أسرع وقت منعاً من وقوع حمام آخر.
• · ان معيار ثقة الأمم المتحدة بحكومة المالكي وتخلص هذه الحكومة من نير الفاشية الدينية الحاكمة في ايران، هو الاذعان بموقع اللجوء لسكان أشرف ورفع الحصار ووضع حد للقيود والتعذيب النفسي واعادة أبراج بث التشويش و300 مكبر صوت الى خامنئي الذي سارع الى تقبيل يده تواً بعض من وزراء المالكي.

أعلن وزير الخارجية العراقي مرة أخرى في 22 ايلول في نيويورك وبأمر من المالكي تحفظ الحكومة العراقية لتسمية ممثل خاص من جانب البارونة اشتون لأشرف ودخوله الى العراق. زيباري وفي عملية تجاوز صارخة على القوانين والالتزامات الدولية أكد أن الحكومة العراقية «ملتزمة باغلاق المعسكر نهاية العام وانها سوف تتخذ الاجراءت المطلوبة لانجاز الصيغة». كما انه كرر في الوقت نفسه النكتة  بأن حكومته تراعي «القانون الانساني الدولي» في التعامل مع سكان أشرف. من منظر اولئك الذين تربعوا على عرش السلطة بدماء جنود الائتلاف وبأسلحة ومساعدات سخية من الولايات المتحدة لهم، فان الهجوم على أناس عزل بالمدرعات ودهسهم تحت عجلات الهمفي والهمر يعتبر جزءاً من القانون الانساني الدولي! الوثيقة السرية التي كشفت عنها ونشرتها المقاومة الايرانية مؤخراً وتحمل توقيع فرهاد نعمة الله حسين الأمين العام لمجلس وزراء المالكي لا تبقي أي مجال للشك.

وبحسب هذه الوثيقة فان المالكي ومن أجل شن هجوم في 8 نيسان أعد سناريو وأصدر تعليمات كالتالي:  «

1- التحرك العسكري والقيام بتطهير جزء من الأراضي التي تحتلها المنظمة وجعل الأراضي تحت السيطرة القوات العراقية

2- التحرك الاعلامي من أجل اطلاع الرأي العام على التجاوزات التي قامت بها هذه المنظمة الارهابية بامتلاكها الاراضي الزراعية

3- تحشيد الرأي العام في محافظة ديالى من أجل القيام بمظاهرات والمطالبة بحقوقهم واستعادة الاراضي التابعة لهم من تحت أيدي أفراد هذه المنظمة الارهابية.

4- التحرك على المحاكم والقضاة من أجل رفع دعوى على المنظمة الارهابية ومطالبتهم بتقديم التعويضات المادية…»

وأعادت السيدة مريم رجوي رئيسة الجمهورية المنتخبة من قبل المقاومة الايرانية الى الأذهان سيل المساعدات الأمريكية واوربا الى الحكومة العراقية، ووصفت مبادرة البارونة اشتون لمنع قتل سكان أشرف بأنها خطوة حيوية وقالت: على المجتمع الدولي أن يرغم الحكومة العراقية على وضع حد لتجاوزاتها على القانون والالتزامات الدولية وأن تلغي المهلة المفتعلة وغير الشرعية لاغلاق أشرف وتقبل زيارة الممثل الخاص للاتحاد الاوربي لأشرف. فهذه المهلة ابتدعها المالكي بعد مجزرة 8 نيسان في أشرف لحرف الرأي العام عن الجريمة الكبيرة ضد الانسانية.

وأكدت السيدة رجوي: في الوقت الذي أعلنت فيه المفوضية السامية لشؤون اللاجئين الموقع القانوني لسكان أشرف كطالبي لجوء وأفراد محميين تحت القانون الدولي وتسعى جاهدة لحسم ملفهم، فان اصرار المالكي وزيباري على اغلاق أشرف بنهاية العام الجاري والاستنكاف عن قبول الممثل الخاص للبارونة اشتون لأشرف، اعلان حمام دم آخر حتى يتم التسجيل على حساب الدول الثالثة بعد ذلك ومساءلتهم لماذا لم يخرجوا سكان أشرف من العراق خلال هذه المدة.

وأضافت السيدة رجوي: في مثل هذه الحالة فان المفوضية السامية لشؤون اللاجئين، تعتبر الحكومة العراقية حسب القانون «البلد المضيف» لأعضاء مجاهدي خلق في أشرف وتوكل  «المسؤولية الرئيسية لأمن وحماية سكان أشرف» الى هذه الحكومة غير أن الحاكمين المتجاوزين على القانون  منذ نقل الحماية من القوات الأمريكية اليهم في مطلع عام 2009 كانوا قتلة ومحترفي التعذيب بحق السكان وتم استدعاؤهم من قبل المحكمة الاسبانية.  لذلك فان تولي حكومة المالكي حماية سكان أشرف هو توكيل المسؤولية الى أمر مستحيل. لاسيما أنه اضافة الى عناصر قوة القدس الارهابية فان الوكلاء العراقيين للنظام الايراني من أمثال احمد الجلبي وعمار الحكيم وكذلك هادي العامري، قد هددوا المجاهدين مرات عديدة.

وكان الدكتور آلخو فيدال كوادراس نائب رئيس البرلمان الاوربي ورئيس اللجنة الدولية للبحث عن العدالة التي تمثل 4000 برلماني في مختلف دول العالم، قد كتب في رسالة قبل يومين من هجوم 8 نيسان 2011 الى وزيرة الخارجية الأمريكية ان بيان احمد الجلبي ضد سكان أشرف بتاريخ 4 نيسان لا يبقي أي مجال للشك حول نوايا النظام الايراني لشن هجوم على أشرف…

وتابعت السيدة رجوي القول: لهذا فعلى أمريكا والأمين العام للأمم المتحدة والمفوضة السامية لحقوق الانسان ويونامي أن يضمنوا مباشرة حماية سكان أشرف الذين تعرضوا مرتين لشن هجومين في تموز 2009 و نيسان 2011. كما خلف 6 هجمات واعتداءات أخرى قامت بها القوات العراقية وعناصر النظام الايراني خلال فترة من 1 تشرين الأول 2010 الى 7 كانون الثاني 2011 ما مجموعه 221 جريحاً.

وشددت رئيسة الجمهورية المنتخبة من قبل المقاومة الايرانية على استعداد المجاهدين الأشرفيين لاجراء مقابلات وأكدت قائلة : نظراً الى ما حصل في السابق من عمليات لأخذ الرهائن والتفجيرات والاغتيالات واستهداف قوافل التموين لأشرف، فان أي عملية لنقل السكان الى خارج أشرف تحت أي عنوان كان لغرض التسجيل أو اجراء المقابلة أمر غير مقبول الا وأن يتم نقلهم ايابا وذهاباً مثل نقل منتسبي الأمم المتحدة والدول الغربية الى أشرف بالمروحيات وتحت حماية ومسؤولية كاملة من الأمم المتحدة. وهناك حل بسيط وعملي و هو فصل جزء من أشرف وتسليمه الى مراقبي يونامي ومنتسبي المفوضية السامية لشؤون اللاجئين ليعملوا في هذا الجزء المنفصل والمستقل وتحت راية الأمم المتحدة بمهامهم وأن يعلنوا اعادة تأكيدهم لموقع اللجوء لسكان أشرف في أسرع وقت، الأمر الذي منعت الحكومة العراقية لحد الآن من تحقيقه من خلال الضغوط والعراقيل التي وضعتها أمامه.
