جلسة في جنيف للمنظمات الغير حكومية المدافعة عن حقوق الإنسان للدفاع عن أشرف

مريم رجوي تحذر من المهلة المعلنة من قبل الحكومة العراقية لإغلاق أشرف حتى نهاية عام 2011 باعتبارها جرس إنذار يقرع لمذبحة أخرى ويتطلب اتخاذ خطوة عاجلة من قبل الأمين العام للأمم المتحدة والمفوضة السامية للأمم المتحدة في حقوق الإنسان أكثر من أي وقت مضى

في جلسة عقدتها اليوم الأربعاء 21 أيلول / سبتمبر في المقر الأوروبي للأمم المتحدة وبحضور مشرعين أوروبيين وحقوقيين دوليين, حذرت منظمات غير حكومية مدافعة عن حقوق الإنسان من وقوع سربنيتسيا أخرى في أشرف وضرورة الإسراع في اتخاذ خطوة عاجلة لتوفير الحماية لسكان أشرف.

وكان المحاضرون في هذه الجلسة كل من السيدة مريم رجوي رئيسة الجمهورية المنتخبة من قبل المقاومة الإيرانية والدكتور آلخو فيدال كوادراس نائب رئيس البرلمان الأوربي و إستراون إستيفنسون رئيس هيئة العلاقات مع العراق في البرلمان الأوربي (مقدم ورقة العمل الأوروبية لحل أزمة أشرف) والحقوقية السيدة روث وج وود والسيد أحمد الغزالي رئيس الحكومة الجزائرية الأسبق والسيدة نونتومبي توتو ناشطة في حقوق الإنسان ابنة المطران ديزموند توتو وأمين عام الرابطة الدولية للنساء من أجل السلام والحرية والسيدة كريستين بريغو عضوة المجلس التشريعي لجنيف وجيانفرانكو فراتيني الرئيس المشترك لمنظمة الحركة المناهضة للعنصرية والصداقة بين الشعوب (مرآب) ومارك فالكه عضو في برلمان جنيف والقس دانيل نيزر, وترأس الجلسة السيد ميشل جولي الأمين العالم لمؤسسة فرانس ليبرتي ( فرنسا – الحرية).

وفي كلمتها قالت السيدة رجوي بصفتها ضيفة الشرف للجلسة: «منذ بداية العام الميلادي الحالي تم إعدام ما لا يقل عن 490 شخصًا في إيران علنًا وسرًا على يد نظام الملالي الحاكم في إيران.. وحسب الصحف الحكومية تم شنق 23 شخصًا يوم الأحد 18 أيلول/ سبتمبر فقط..رغم ذلك ليست الأمم المتحدة تستمر بلامبالاتها حيال حملات القمع في إيران وفي مخيم أشرف وإنما استقبلت الرئيس المجرم للملالي خلال هذه الأيام في جلسة الجمعية العامة في نيويورك.. كما لم تشر السيدة بيلاي في الجلسة الأخيرة لمجلس حقوق الإنسان التابعة للأمم المتحدة, إلى واقع انتهاك حقوق الإنسان في إيران لا من قريب ولا من بعيد.. وأشارت إلى بيان 13 أيلول/سبتمبر الصادر عن المفوضية السامية للأمم المتحدة في شؤون اللاجئين والخاص بالاعتراف بسكان أشرف باعتبارهم طالبي اللجوء ومحميين بالحماية الأساسية, قائلة: على الأمين العام للأمم المتحدة وبعثة الأمم المتحدة لمساعدة العراق (يونامي) تقديم ضمانات ملموسة على الأرض لهذا الاعتراف الدولي بضرورة حماية أشرف.. فان اتخاذ مثل هذه الخطوة يمكن إذا أصدر الأمين العام أمره بتطبيقه.. ومن أجل ذلك, من الضروري:

أولاً –  أن يعلن الأمين العام أن أشرف يعد منطقة غير عسكرية ويخضع للمراقبة الدائمة للأمم المتحدة.. وان يصدر أوامره بتمركز مراقبين تابعيين للأمم المتحدة في أشرف.. فلو لم يغادر فريق المراقبين التابع للأمم المتحدة مخيم أشرف بعد تموز / يوليو 2010 لما ارتكبت مجزرة 8 نيسان/ إبريل 2011 أو لكان حجمها محدودًا جدًا.

ثانيا- أن تعلن المفوضية المركز القانوني لجميع سكان أشرف باعتبارهم اللاجئين, بصورة كاملة لكي تمنع بذلك هجمات نظام الملالي الحاكمين في إيران وأياديهم في العراق على أشرف.

ثالثا – أن تساهم الولايات المتحدة في توفير وضمان حقوق وحماية سكان مخيم أشرف كما ينص عليه بيان المفوضية، وعلى وجه التحديد عليها أن تمنع انتهاك حقوق سكان أشرف من قبل الحكومة العراقية».

وأكدت الرئيسة رجوي أنه إذا امتنعت الولايات المتحدة مرة أخرى عن توفير الحماية لفريق الأمم المتحدة في أشرف فان المقاومة الإيرانية مستعدة لتسديد نفقات الحماية لمراقبي الأمم المتحدة، كما ناشدت إنهاء الصمت واللامبالاة حيال الإعدامات ووضع حد لممارسة التعذيب في إيران مطالبة بإحالة ملف انتهاك حقوق الإنسان في إيران إلى مجلس الأمن الدولي.
